My 2cents....... Save the 7 mil and lower the rough height on the north course. That would give a better experience to the average golfer. Keep South hard. Use the 7 mil to offset a reduction in greens fees to bring the cost...
I think it is the economy more than anything and perhaps that video games dominate the younger generations activities. SGI irons and 460cc drivers have helped make it a tad easier if anything.
