Assembling Floed Shafts to Irons

I floed a set of shafts and marked each shaft with a line on masking tape indicating the flo. However, in the process of finding the flo, I had each club head on the shaft and also marked the head with a line on masking tape which was aligned with the flo. Then, I experimented by taking the flo line and setting it in the 9:00 position with the head on which I have read many club makers talk about, but when I turned on the attached laser and twanged the shaft with the head on, I did not get a straight line. But, when I aligned both the line on the iron head to the line on the shaft in the 12:00 position, the laser was showing a very straight line.

So, here is my question. When I assemble this set of irons should I align them with the line marked on the shaft with the line marked on each iron head?

Some have stated to FLO the shafts in a vertical position without the head on, but using a weight between 200 to 250 grams. I can understand doing it this way, but once I have found the FLO and marked it on my shaft, do I place that mark in the 12:00 o'clock position or at the 9:00 o'clock position?
