Didn't know that in some areas, it is not uncommon to have sand/dirt used in place of grass.

Kill slow play. Allow walking. Reduce ineffective golf instruction. Use environmentally friendly course maintenance.

Maybe it means no sand traps?  No gravel or paved cart paths?  No water?

I dunno, just guessing.

Judging by the period look of the ad- I would guess that it is promoting grass greens. Rancho Mirage would seem to be a desert type course, and others in the area might have had oil-sand greens.
