Not really, just seeing how often guys would like to receive newsletters. It's also a "heads up" that you'll be receiving newsletters more frequently.

How should the preference be set to receive the newsletter?   Will this be an email sent or something that is attached to the forum to read?

Yes for all members, it will be an email with links to content on the site.

How should the preference be set to receive the newsletter?   Will this be an email sent or something that is attached to the forum to read?

Go to your Profile (click your username), then click "Edit Account Details". Scroll down and you'll see this. Make sure there is a check next to "Receive TST Newsletter". You are probably already subscribed.
