Does Anyone Know the Rules?

Situation arose today. Guy was about three yards off the front of the green. The front part of the fringe between the hole and him was kinda baked hard and cracked a little - what would be ground under repair in a tournament. This was just a little Tuesday Men's League action.

Anyway, the guy I'm playing against marks his ball and drops to the side. His stance and swing were not in any way impeded by the ground under repair - he just wanted to putt instead of chipping over it. I'm pretty darn certain that ain't allowed - unless you're on the putting green. I told him "hey, uh, stance and swing only unless you're on the green" and he said "c'mon, it's just league, Steve [our pro] would mark that ground under repair for a tournament." I gave up at that point. Yesterday it was another coach who didn't know the rules, today it's a 7-handicapper. What gives? BTW, Rule 25-1, part "a" says:
a. Interference Interference by an abnormal ground condition occurs when a ball lies in or touches the condition or when the condition interferes with the player’s stance or the area of his intended swing. If the player’s ball lies on the putting green, interference also occurs if an abnormal ground condition on the putting green intervenes on his line of putt. Otherwise, intervention on the line of play is not, of itself, interference under this Rule.

Yeah, I know the rules and I still was called on them a couple of years ago because of something "like" this. In the end, of course, I called myself on the next tee (no one said a thing to that point) because I had the book with me. Cost me 58 bucks. Call it a total brain fart.

People get on my case because I play better than my handicap. But I also play by the rules and have no problem calling anything on myself that breaks those rules. Or, just completely playing my rounds by the rules of golf. Yep, I have a high handicap, but that's just the way my swings play. eric

I'll just put it this way. I don't carry a book and I know MOST of the rules.

I definitely don't know all the details of some of the "hazard" rules, and quite frankly, I never serious enough golf to have to know the rules. (except the Newport Cup coming up)

I haven't played a tournament or any kind of competition in 5 years, so the rules tend to slip the mind after awhile. I'm sure I can get a book and learn all the rules again. But for the most part, I play by myself or with a friend. So I just make sure the farthest away plays first, and I take my proper penalty strokes when I get in trouble. That gets me by..

Probably not the best way to do things, but it works for me.

I'll just put it this way. I don't carry a book and I know MOST of the rules.

I fall into that catagory too. Most of my rounds are casual rounds or business rounds (not often enough) and I play by the rules but I rarely care how others play their round, unless it's for $$. If the situation comes up that I'm not sure about I just play my ball as it lays and deal with the outcome (obviously not in a hazard or OB).

The last sentence in 25-1a says it all with regard to your specific situation.

Like the others who've responded, I know the Rules when they "count". I'm not particularly proud of that but, it's the way it is with casual rounds.

I think one important fact you omitted was, that in a matchplay he's NOT entitle to an "interpretation rule" (like interference etc) unless his opponent (you) agreed with it. You were right in that case - he was not entitled to a relief.

by the way - I doubt there is anybody in the world who knows ALL the rules... I don't carry the book, but I think I'd get 90% of them right.

I feel like I know the rules pretty well and in most cases would get it right.

One thing I do know is that I'm not touching my ball in a tournament without asking or letting my competitors know.

Heck, one round of our club championship last weekend was pick, clean and place through the green. Every time before I hit a shot I made sure I marked the ball and moved it with my hand instead of the clubhead. Even though I played with some good guys that wouldn't care, it is just a habit.

Pick = mark the ball and pick it up.

Clean = clean it Place = place the ball This is typically allowed in your own fairway (and the fringe) at a tournament that has seen heavy rain. Why? Cuz fairly frequently, a glob of mud attaches itself to the ball after it SPLATs down in the fairway. So, rather than penalize a player for hitting a fairway, a local rule saying "lift, clean, place" is put into effect. PGA Tour players commonly refer to it as "lift, clean, cheat."

Thanks, Erik. Figured it was self-explanatory but I wasn't 100% sure about where on the course it could be invoked.

It can only be invoked when the tournament committee deems it to be necessary.

Sometimes, in certain areas of the country, a foursome or a couple of people will agree to play "winter rules" and that involves rolling the ball about a foot to a good piece of turf. The fairways, particularly after winter, are pretty spotty sometimes.

Not to beat this one to death but, is it plausible that the committee could implement the rule for only certain holes on the course or, would it hold for the entire course, regardless?

Probably not. If one hole was that bad, they'd mark ground under repair where they could, or casual water rules would apply. Plus, if your ball embeds in the fairway, you get relief from that under the rules, too. So there's almost never a need to declare it on one hole.

League is where you'll find some of the worst rules infractions ever.

As the new president this year I was blown away when I played with a group of 4 "regulars" (in a 5 some) and they were giving putts and picking them up. I DQ'd them all. They were pissed at me but so what? If you give a 1 foot putt you give a 1.5 foot putt. If you give a 1.5 foot putt, you give a 2 foot putt.... Now they putt 'em out and now their scores are a good 4-5 strokes higher...

I've never played golf on a league though I "subbed" one season quite a while back. "Inside the leather" was a league rule - and the first time I'd ever heard the expression. Even that one got "assumed" on occasion.

"Stroke and distance" was non-existent and "rolling 'em" was commonplace. I figured a league was where the rules would be adhered to more strictly than during casual rounds but it's not what I found in my very-limited experience.

If the ground doesnt have a whitle painted line or the card doesnt say that there is a green with bad grass on it and it is gur then the guy just caught a bad break. It happenes but he doesnt get any relief.

That sucks.

Our guys try to follow the rules, but as in the above example, I guess they just don't know them. Hey, if you have a long putter, which grip do you use to measure the leather??

Hey, if you have a long putter, which grip do you use to measure the leather??

The way I saw it played, the spacing between would have been considered "leather", too. What's that, about a two-and-a-half foot "gimmie"?
