What does bounce degree mean on wedges?

I have been looking into buying a some new wedges and am confused what the bounce numbers mean. 4, 6, 8 degree are some of the numbers i have seen but i don't understand their relevance. i want wedges that stop and spin quick, not too much run.
what numbers should i be looking for and which make are good value for money?
