Ball plugged in fairway bunker. Be honest.

I hate this shot. I will almost always improve my lie in this situation. I even send my playing partner away so that I can do this. I tell him that he is putting me off and insist he keeps his distance and as he moves away I flick the ball about an inch or so to a better lie. I'm sure he talks about me to his friends but I never get penalized. Do I feel guilty?

As I don't really have a conscience, then no.

Well, the patronizing sermon isn't there, so I'm going to assume not p57 for now.  Either way, this isn't so much a setup for epic forum nastiness, so I'll bite...

On the OP, it really depends.  I can't say I've ever actually had a real plug from the action of my own ball on the fairway.  I've had plugged lies on the green a few times, and I think (correct me if I'm wrong) that you can mark, fix the ball mark, and play as normal from there.  On the fairway that's never happened to me when there wasn't legit casual water from which I took a free drop.

I have hit shots into unfixed divots on the fairway, and there was a time when I'd improve my lie but I haven't done that in a long time.  Just last month actually my best drive of the day ended up dug nice into a divot in the middle of the fairway, and I hit sort of a long distance chip that didn't end up on the green.  I remember that shot cause I was pissed about not getting the easy chance at the green I'd thought I was gonna get when I hit the drive!

I have more recently improved my lie on a fairway for a different reason though.  I play a course pretty regularly where I really like the layout and the greens are really nice considering the price, but the fairways are absolute s**t.  There are many fairways where in my landing zone it's literally hard packed dirt, edging towards concrete levels of hardness, absolutely zero grass of course.  When I hit the fairway, get to my ball, and it's sitting on brown concrete, I take a free ("local", as in "personal" rule) drop onto the nearest part of the fairway that actually has grass, no nearer the hole.  That course is currently totally redoing the fairways one at a time, so apparently there were enough patrons who refused to mark their own ground under repair and who were pissed about always hitting off concrete :)

Not an issue in the fairway. You're entitled to relief from a ball embedded in its own pitch mark in any closely mown area through the green. A fairway bunker is another matter completely and I can't imagine anyone improving such a lie. Hence the suspicion of the op's true identity....
