Are you in Britain? I understand that over there only competition rounds count for handicap purposes. On the west side of the pond we post everything, so if you are playing with some degree of frequency, in or out of formal competitions, you handicap adjusts pretty quickly.
I went through this recently where I was a 13.6 and then had illness and injury problems that kept me from playing for over a year. When I came back I still had to live with the 13.6 index even though I couldn't play anywhere close to it (I could have asked for n adjustment from the handicap committee but since I don't ever play more than a $1 nassau I didn't bother). Now a couple of months later those old 20 rounds have washed out and my handicap reflects my current level. And as I continue to get my game back it will chase back down, hopefully, to where it once was.
