When Erik said there are no wrong answer I don't think he was anticipating this one. 

For me, the exact opposite was true.  My elbow used to get stuck back on my hip (like she demonstrates) and my swing was out to in.  When I worked on getting my elbow in the correct position, my swing became in to out.  I think this tip would promote an out to in swing in most people who do not slide their hips forward enough.  The only way to get to the ball, while your hips rotate, is to come over the top.

Add to that her elbow position is much more in front of her at impact as Jamo's photo shows.  

I assume by slice, she means a ball that starts left with an out to in swing and curves back right and not a push fade.

Even from those pictures, it looks like the complete opposite of what she is saying. It looks to me like the clubface came through more closed or square for the picture on the left, and was hanging open for the picture on the right.

I would say that the elbow moving more out away from the hip would get the club traveling more OUTward. This would then produce more of a draw shot then a slice.

I agree with part of your last sentence i.e. not moving the torso and just moving the arms would get the elbow more down but not in front. I don't know how a golfer can turn their torso and keep their elbow where it is. Surely it is forced to move around and out in front of the body?

Isn't "getting stuck" getting the elbow too far behind? 

This is from an other thread. Is this a better drill/example for the same problem?

Isn't this is why her trail leg bends (and foot lifts off the ground early) toward the ball - because the club isn't getting slotted properly for the downswing... The right elbow is on her side and doesn't have room to pass through at impact.  So your trail leg/foot breaksdown.

I think this is an example of jackassery instruction to be honest...
