Considering how these guys hit it, could very much be so. The proximity of their misses aren't nearly us bad as us ordinary folk....It's easier to "get up and down" when you are putting/chipping just off the fringe or putting from the fringe vs. from the rough 20-30 yards away which does help to explain the 23 putt average.
Does anyone know what his strokes gained result was for the tournament? That would be interesting to compare vs. the avg. of 23 putts.
