I've changed the grind on my wedges several times with a disc grinder with a 4 inch disc, a sand paper flapper wheel, and a buffer.

They always looked and performed like I wanted when I was finished. I've been working with metal my whole life but I think anyone with a few tools and a little bit of skill and knowledge of what they wanted could do it. I would probably practice on an old club I didn't care about the first time.

I've never ground any wedges but you will probably want an angle grinder.  You can find a cheap one at Harbor Freight, Northern Tools or a Pawn Shop.  One can be had for less than $20.
