I did a quick search and just found these. What happened to Radar Golf? Any clues as to how long before rfid in golf balls becomes mass market feasible and actually works well?

Why would the USGA care about what you did on the driving range? As for on the course, legal or not, I wouldn't mind having a tiny RFID chip embedded in the ball that would help me find it quicker.  Talk about a pace of play improver! But I guess people would find their ball too fast and this would change the nature of T.R.O.G.

RFID seems a bit fragile to put into a golf ball. We had lots of issues with a reliable connection in the UHF (915MHz ISM band) between the antenna and the chips. It seems like the HF and 100KHz tags could be too large and have a limited range. In any case RFID have limited range, because they rely on back scatter of the primary signal. Even the UHF band ones will probably have a range of <30m in a golf course environment, and that's with a 1 watt transmission level.

In addition to reading range issues, ball modified with an RFID tag will probably under perform in distance and possibly wobble a bit in flight.

You're probably better off carrying a Trakman or Flightscope.

Kind of a fun concept, but realistically, a golf ball is a consumable anyway.  I take more balls out of play because they get too beat up, than I lose.  I don't think too many people are going to pay a significant premium for a ball that they're not going to get that much more incremental play out of than a regular ball.  Remember too.......lost in a water hazard is still gone. ;-)
