What are "Paradise Rules?"

It was suggested that a question concerning "Paradise Rules" was off topic on the "What Did You Shoot" thread so I have to ask the question.  What are Paradise Rules?

There's this really cool website out there that sometimes gives answers to random questions ... It tells me that paradise rules is basically winter rules (preferred lies, LCP, etc). And since the OP is in Philly, which is dead in the middle of winter and out of golf season right now, I'd say that would make sense.

That's exactly what it is, and so it's preferred lies and LCP everywhere, except hazards.
