I guessed…

… correctly.
I know a bullet will penetrate a few feet of water. Hitting the surface often deforms the bullet, so I reasoned that a bullet leaving one balloon and entering another was hitting a water surface each time. I figured that would reduce the 3-4 feet or so a bullet will penetrate water (with any speed) significantly.
I didn't see the shape of the bullet at the end. Did they show it? I might have to re-watch it if so. Was it a hollow point, steel jacketed, or what?

I didn't have a clue but got lucky.

Figured it had something related to what golfer's yell.

Total BS, if you fell that !!!

But that's the clue to my "lucky & correct" answer.......

I guessed a few feet, so 5. I wonder if the woman who guessed 4 watched myth busters and made an educated correct guess? She did mention the density and all. . .

did not listen to blab, but kind of bullet would make a difference.  big expanding, mushroom upon impact, won't go as far as solid and dense bullet.  IMO.  i did guess but 2 off the mark.

I guessed,
i remember watching a myth busters episode where a few feet of water even stopped a sniper bullet. I guessed four balloons because each looked about 6-8 inches wide.
Took a wild/semi-educated guess and nailed it.

Yours in earnest, Jason.

I guessed 8 because I thought @MS256 was firing the gun.

Funny, that's where my semi-education came from. Now we need to know how many water balloons it takes to stop a properly struck golf ball.

One, if we believe that the balloons are 8 to 10 inches thick. Even if it makes it through the first one it will bounce harmlessly off the second one.

LOL!

I guessed eight because I know the balloons were a real menace to society. They all deserved to die.

Turns out I got it correct.  A bullet isn't designed to penetrate (except for those designed as armor penetration bullets).  Unlike an arrow that is designed to penetrate, a bullet is designed flatten or even break up  or even begin tumble on impact to cause damage.
