Search e-bay for 'petite golf clubs'. I would recommend grafite. But it all depends on how small and strong she is..... If she is a starter, not big for her age and not a strong fast swinger, that would be the clubs to start with.

Pay attention to the length of the clubs in relation to her height and graphite is the way to go for girls.

My 15 year old sister is starting to golf. Which clubs would y'all recommend her starting with? Also, would y'all recommend graphite or steel shafts for a young lady?

How tall is she?  If she is 5' to 5'5, then standard length clubs would be OK to start.  Graphite is pretty common for newer players.  Helps with their swing speed.  If she is taller and more athletic, steel shafted irons would be more appropriate, but woods would be graphite.

I'd go for one of the Callaway sets personally. I'm seeing good things with their customer service in responding to issues with clubs (defective manufacturing like cracked or stoved in club faces on drivers)...

Let her look at the clubs and see what set she likes the looks of... barring that, try to get her to somewhere she can swing some clubs and see how different sets react for her when she's striking balls.

I don't play golf, I play at golf. There's a difference.
