We've been using an 80% handicap reduction in our big groups (and golf leagues) with some success for a few years. (BTW in our case we are not doing it to reduce the number of par 3 strokes specifically).

I'm looking for some opinions on whether the new handicap system should allow us to go to full caps. I'm of the opinion that the changes should make the reduction less desirable. (less-enough for me anyways).
