Does anyone have any idea where Phil has been and why he is choosing not to play these events.

Because it's a long ways from home in windy courses with lots of grain. Why would he want to play them?

Didn't he play in those two Asian Tour stops in windy conditons?

It's because he might be a cheesy DIGJAM with his collar up wearing his Rolex while eating a KrispyCreme and sucking on a Starbucks Latte. Possibly, sitting in a black Escalade with the spinny rims cranking out Dave Mathews Band while texting his buds.

Or he is spending time with his family and working on his course management.
