Down to 11.3 from 11.5, which is with a 5.6 differential coming off my handicap. My next 7 scores that come off my handicap currently do not matter to my handicap, so there's a good chance I start coming down fast. If you calculated my handicap with just my scores since August 1, I was a 9.2.

I've given up on trying to figure out how handicaps work... I have been shooting around 4 strokes under my average consistently for the last month and the only results I've seen in a .1 INCREASE in my GHIN. Could it be because it's late season or that my best round have come from the same course?

it could relate to which scores were eliminated when you posted the more recent ones, or it could have something to do with the course rating where you play, or who knows what.  Do you want to share your Ghin number, some of us could take a peek and give you some feedback.

4 strokes under your average... but what is that compared to your course handicap?

You need to use your handicap index to calculate your handicap for that particular course.  If you are generally shooting scores at or below your handicap then your index will be going down.
