Beware the man who surreptitiously retrieves a spare ball from his bag (doubtless identical in make and number to the one he's already playing), before he leaves the cart to go and look for his ball in the thick rough.

Don't gamble with people you do not know.  If you know someone who bends the Rules, don't gamble with them.

In tournament play, when it is not your turn to play, observe the other competitors.  If a player seems to always get good breaks, observe him a bit more closely.

In all other situations, who cares whether another player bends or breaks the Rules?

I know that guy. ;-) He not only has never lost a ball but it always ends up with a opening to the green with an amazingly good lie.

Which brings to mind an old conundrum:

You are all tied in a match as you reach the 18th hole.  You split the fairway and your opponent hits his shot deep into the woods.  As a nice guy, you help your opponent look for his ball.  After about 3 minutes he suggests you go to the fairway and hit your shot while he looks a bit longer.  You hit a nice shot about 20 feet from the hole.  Just as the 5 minutes for the search is about to expire you hear from the woods, "I found it" followed by a solid "thwack" as your opponent hits his shot to 1 foot from the hole.

The conundrum?  Do you confront that lying piece of crap with his original ball that is currently in your pocket?

There's a lot more to worry about than someone else cheating.  Play your game and if you develop suspicions, worry about it then.
