But only in the specific case of  "eliminating noise or other distractions". Many people wear earplugs for medical reasons. I would suggest they are not affected.

I'm sure you're right about that, although outside of swimming or sensory disorders I haven't heard of wearing earplugs for medical reasons (unless you're counting hearing aids or something). My point was that the "eliminating distraction" example seems to be important since it is mentioned multiple times between the decision and the FAQ. By far the most common use for earplugs is eliminating noise I would imagine.

I kid you not.   I caddied for someone who did that so he didn't have to hear the people he was playing with.  They were obnoxious.

Yes, one is allowed to turn them off or remove them. There is no rule against deaf people playing golf. Just like there is no rule against wearing sunglasses when playing golf.
