I have never heard of a league where you play with the same people week after week. That sounds like a standing tee time. I assumed all leagues had teams that rotate around and compete for standing/ranking and at the end there is some sort of play off and winner crowned. I have always seen a secretary that was in the league organize it as well. There was a single point of contact for the league and the course. We would all pay money to the league who cuts a check to the course. The course gets their money and doesn't have to deal with dozens of individuals.
