We recently created forward tees at our course and think that only those with handicaps of 25 and above should be able to use them on Ladies Day. I think it is fair because for the lower handicapper (12 - 24), they usually hit the ball longer and do not need to take advantage of the forward tees when play the high handicapper (25+).
