I have seen many legit 16's, 17's, and 18's. Its all about the flatstick! The lowest I've ever heard of WITHOUT any mulligans or package is -18... -

We have shot a 46 before. I'm about a 4, my cousin is scratch, the other 2 guys were 6's. We were all given 2 mulligans a piece. A tee buster and 10 feet of string each to add to any shot. It was fun. We had several Eagles and a hole in one on a par 3 that was 3 feet from the hole... String well used! The same group shot a 53 with no mulligans... Its not impossible, especially when those flat sticks are working!
