Meh disagree with that. I think you would have more of a debate from media personnel. Golf Digest is having a field day, as are some GC guys and obviously Fox.

Maybe IACAS can answer this because I really don't know... So what is Westwood's authority on this situation? If the officials are basically going to call DJ out and give him a pointless benefit of the doubt, yet still penalize him, then what is the point to ask your playing partner their take? Does it have no merit?

What makes this even more stupid is the fact that you don't take a penalty when you tee your ball up, address it and it falls off the tee. If that isn't a penalty than DJ shouldn't be penalized either. Happened to Zach yesterday.
