What are some good weekly skins game setups for golf leagues?

Last year we had a skins game in our league, but the issue seemed to be that we went with people's straight handicap (max 1 shot per hole) which severely handicapped those with low handicaps, as they really only had 1 or 2 holes per week (we play 9 holes) where they had a good chance.

We found that the guys that won most often were those getting 6 or 7 shots per 9 holes, as guys in that range can generally hit it well, but usually have a couple blow-up holes. Also, the one guy who is scratch basically has to make an eagle to win anything. Anyone have any other ideas?

I think someone posted something last year along this line:

HCP 0-2 = 1 shot per 9 for skins
HCP 3-4 = 2 shots per 9 for skins
HCP 5-6 = 3 shots per 9 for skins
HCP 7-8 = 4 shots per 9 for skins
HCP 9+ = 5 shots per 9 for skins

This way the easiest holes each week are played "straight up" but the higher handicappers still have the advantage on most holes.

Do a third of the handicaps and then round them?
so a 3 handicapper would get 1 shot
a 5 handicapper would get 1.66 shots i.e 2.

Makes the most sense and makes things fairer.
