For what I understand the brackets was based on the standings on the preliminary rounds. The losing team between US and Canada gets to keep Justin Bieber. :)

We saw the SMU team in early 2000 more often if I remember. Never Played for the Rouge et Or but I studied at Laval University. Like Foursum said, I think the CFL may have a heads up in the cities with a CFL team but we don't talk much about the Montreal Alouettes in Quebec City.
