No. See Appendix II, 1, b: b. Adjustability All clubs may incorporate features for weight adjustment. Other forms of adjustability may also be permitted upon evaluation by the R&A.; The following requirements apply to all permissible methods of adjustment: (i) the adjustment cannot be readily made; (ii) all adjustable parts are firmly fixed and there is no reasonable likelihood of them working loose during a round; and (iii) all configurations of adjustment conform with the Rules. During a stipulated round, the playing characteristics of a club must not be purposely changed by adjustment or by any other means (see Rule 4-2a). -

Rule 4-4a clearly forbids that. You are limited to a maximum of 14 clubs when starting your stipulated round regardless whether you use every club or not. -
It seems to me that you are only preferring to reduce the role of BAD luck. Besides you seem to mix Rules and course planning. Good course planning means all hazards are visible from the tee which brightens the idea behind them: plan your play to avoid them....

Because you are supposed to play from a bunker in the first place. No, wait, in the first place you are supposed NOT to hit your ball there, and only should you fail in this mission you are supposed to play from the bunker. Just that s**t happens and your ball buries under the lip every 25 years does not IMO justify the change. Golf is full of breaks, that is the absolute beauty and the ultimate challenge of this game. P.S. I did not understand how you came up with a 2-stroke penalty from Golfindad's post. What he wrote is that if you drop with 1 PS behind the bunker you get more predictable lie than if you make a sideways stroke. That makes only 1 PS instead of a risk of failing in the sideways stroke. Wasn't that your ultimate goal with this change to free a player from a multitude of penalties/bad lies?

Very interesting. I have never played on a course with a DZ for a WH which takes that WH out of play. Then again, from the courses I have played in recent years I cannot from the top of my head remember any course with a DZ for a WH. Around here you MUST play your ball over any WH or go around it, if feasible. This I believe is one of the characteristics of golf. This seems to be a big difference in the culture, although I can understand why that kind of DZ's are there for. Then again, IMO that is no longer real golf.

What if such a high capper cannot get over a WH 50 meters of water? Should s/he be allowed to carry the ball over the WH? Or should s/he be demanded to work on the skills until s/he can? If one's skills are not enough to manage a course then one should improve them. This may seem harsh but it is not too much to ask. And if one does not want to see the bother one should not bother of the score and just concentrate on enjoying the good shots and social aspect. After all, only those who want to make a score need to get out of a bunker according to the Rules.

Wouldn't you get a fried egg also if your ball lands in the bunker from high aloft? So what's the difference? An example. You hit your ball in the heavy rough but unfortunately your ball enters a bush and you cannot make a stroke at it. So you take an unplayable and drop your ball in the thick rough away from the bush. Now you got yourself 1 PS but your ball is still in that thick rough and it is very difficult to get a decent shot at it. What is the difference between this example and the one you wrote?

It would be great to hear what the RB's have had in mind when not allowing what Erik is proposing. Some things that make me very much hesitant to change that Rule: - if you get an unplayable lie in a bunker and drop it in the bunker partially embedding your ball you are not in any different position than if you ball had partially embedded in the first place. Sometimes you get a good lie and sometimes you don't. You are way much worse off once there is a lot of casual water in the bunker and in such a case you have the option to get out of the bunker with 1 PS. - in my experience it is rather seldom (per player) a ball embeds in a bunker so badly that you cannot make any kind of stroke at it. IMO it is not the meaning of a bunker that you should always be able to make a stroke towards the pin but sometimes you just have to make a sideways stroke. This option is available also in most of the buried or embedded lies as well.

The bolded is what I was after in my post #33. If an area is so far away from the target that it is not expected the players to hit their balls there we normally leave those areas unmarked. And yes, you need to be there to decide but I was only taking up general principles, which apparently vary amongst the posters. -

What I read from rogolf's answer was that he (and some others, too) would not mark an area in the rough as GUR, so you are not answering my question. Besides I would like to have an answer from rogolf as he most likely is the one who can elaborate his own thoughts better than any other person. And for further clarity I am referring to my question in post #33. -
Not more boring that a chip sideways from woods. Might be more demanding, though. Not to mention more time spent players thinking their strategy...

So, referring to my question to Fourputt you would not mark that area in the rough (= off the closely-mown areas) as GUR? -
Here in a nutshell is the reason why I hesitate to support the OP suggestion. Golf is a game of skills as well as wit. If you get yourself in trouble you should be able to get you out of it.

It means that there are other types of holes as well, such as one remaining in the ground once a sign post has been removed. I cannot envisage it possible to cover all possible types of holes in a Definition, and that is the reason why this discussion evolved in the first place. Now off to course avoiding all but one type of holes... -
An interesting suggestion from iacas which led me (again) to think Rules 25-1 and 24-2 as well. If your ball is in a bunker and you have interference by casual water or immovable obstruction you are entitled to drop your ball outside the bunker with one penalty, even if you would have a decent place to drop your ball within the bunker (with no penalty). Why can you do that but you cannot choose to drop outside the bunker at your free will?

Not quite. As I've said before, if a hole or indentation is concidered (by the staff or the Committee) to be of such nature that it needs no filling and it is just tough life if a player's ball ends up in there, no relief. Giving relief from all possible holes made by a greenkeeper would end up in an impossibe situation to handle. Afa as a temporary hole is concerned, there has to be a reason for such hole to exist, such as Colin's winter green hole. Most often such holes contain something that makes them IO's so the hole in itself is of no importance. But as you very well know these kinds of decisions are made on the course as the situation arises. -

The way I/we see this is that I/we are not interpreting the Rules but giving rulings based on Rules and course conditions. A hole made by a greenkeeper has not been scrupulously determined in the Rules so ad hoc interpretations are a must. It seems that as well as Colin you are also missing the concept, but as with Colin I will not spend time trying to convert you as I know from previous experience that is not worth a shot. However, I will throw in a question for you: On a straight 394 meter long par4 there is an area in the deep rough 30 meters left from the left edge of the green partially 'ruined' by maintenance vehicles (tire marks and such) and it might be very difficult to play a ball from that area, depending on the lie the ball takes. The green is 20 meters wide and the hole is in the middle. Would you as a referee mark that area as GUR? What if that area would be in the woods where there are sticks & stones as well as big trees, would that make a difference? What if that hole would be 320 meters in length and the flag would be in the right side of the green? Just curious to understand your thinking... -

There certainly is the intention to fill it with the post, right? I'm afraid you are too stuck with the words instead of trying to understand the concept but so be it, I am not going to spend time in persuading you. This is the interpretation we use and it is not uncommon to have varying interpretations in golf. -

I think Rulesman put it rather well. The hole needs to be of temporary nature. If your staff is not doing their job it does not preclude player from obtaining a free relief from an 'old' winter green hole as long as there is an intention to fill it. I do not see any problem there but I do see the need for interpretation afa a hole not to be filled is concerned. IMO that kind of hole is not GUR unless so marked because it is meant to be part of the course as it is.
