Why do courses close the grass areas on the practice range when it's wet?

We've had a lot of rain here in NorCal lately and I've noticed that when that happens, courses will not let you hit off grass.  Anybody know why that is?  Is taking a divot in wet ground somehow worse than in dry? (I'd ask someone at the course but with all the rain I haven't been out to play much, and since I'm forced to use mats I haven't been out to practice much either...)
