consistency Why do high Handicappers find it so difficult?

I always seem to play 12-14 good holes each round but end up having  double or triple bogies for the rest of the 4-6 holes. Never the same holes, even that's inconsistent.

Started yesterday.birdie, par,par,par,bogey,bogey,bogey(three putted par 3)bogey. only needed a bogey at the 9th for a 39. Managed a  triple bogey but still good 9 for me . back in 44 by birdying the last, but 2 double bogeys in the 9.How do I get consistency?
