How are decimals in handicaps used?

Person A has 20.3 HC
person B is scratch

Person A gets 1 shot on every hole, plus 2 on the 1st and 2nd hardest holes..
what about the 0.3?

Course handicaps are integers - no decimal places.

Mizuno MP600 driver, Cleveland '09 Launcher 3-wood, Callaway FTiz 18 degree hybrid, Cleveland TA1 3-9, Scratch SS8620 47, 53, 58, Cleveland Classic 2 mid-mallet, Bridgestone B330S, Sun Mountain four5.

The players handicap index (20.3 in your example) is used to calculate the course handicap.

Suppose the course and tees you were playing from had a USGA slope of 129. The formula is ((Handicap Index * Slope)/113).

The calculation would be ((20.3 * 129)/113) resulting in 23.2 which is rounded to an even 23.

So Person A would get 2 strokes on each of the 5 lowest numbered handicap holes (1 thru 5) and then they would get 1 stroke on each of the remaining holes.

23.2 rounds down to 23

what about 23.8.. round up to 24? or always round down to nearest integer?

Yes... you round as you normally would... 23.1 - 23.4 round to 23 and 23.5 - 23.9 round to 24.
