From what I understand it, the tournament organizers secretly select 6 holes..
also each hole has a max of double par. etc

This tournament Sat coming up, has max score of 7 for a Par 3, 8/10 for par 4/5
Wouldn't that strangely impacts the 'handicap allowance' calculations?

Anyone with experience in this area?

It does impact the handicap allowance calculation, but (obviously) only to the detriment of the player that has a huge blow up hole -- I think it is generally consistent with the handicap system (which caps blow up holes and does not use your poor rounds).
