Is it supposed to beep and light up when you tighten the head all the way? My wrench isn't doing that.

In the bag:
Driver: 907 D2/Proforce V2 R-flex

Yes it will beep and flash once it has reached correct torque, so you don't over tighten and kill the spines/threads.
If yours is not doing this then the battery may have gone, IIR it is a screw cover to change the battery.

Yep just checked mine for you, the battery cover is opposite end to the wrench head and is a single screw to remove the cover (has battery symbol as well) it also reads on the small print on the back "if lights or sound fail to activate do not use club head"
