Only if your practice green is the same speed as the rest! Use a tape for quicker entry and it does not take long at all, and it is only 99c.

Also, wouldn't this be illegal during a round?

I always thought that stimpmeters were more for greenskeepers who wanted to advertise how good their greens are - once you're actually at the course it doesn't seem like this would add much useful information on how fast/slow the greens are over just using your eyes to watch a ball roll.
