Normal wear (scrapes, dings, rust) is allowed. IIRC rust increases grip on glub face, but not sure if you need that on 3W.

What if this guy was going to post it towards the HC? What if he would have noticed playing forward of tee markers only after hitting the tee shot and been even more gloomy after that... Playing with strangers, after few holes they are not anymore that strange. You should be able to tell if they can accept comments and which kind of comments. We usually joke (even with "strangers"), about someone teeing in front of markers. People are usually upset, but more about their own lack of concentration than the comments made. I would myself be very mad to myself for doing such a mistake, even if not posting.

Wording of the definition leaves a bit to be desired: “Out of bounds’’ is beyond the boundaries of the course or any part of the course so marked by the Committee. So if the Committee has not defined the course (and boundaries) there is no OB?

Definitions: The " line of play " is the direction that the player wishes his ball to take after a stroke, plus a reasonable distance on either side of the intended direction. The line of play extends vertically upwards from the ground, but does not extend beyond the hole. The " line of putt " is the line that the player wishes his ball to take after a stroke on the putting green. Except with respect to Rule 16-1e, the line of putt includes a reasonable distance on either side of the intended line. The line of putt does not extend beyond the hole. To me the cup is on the line (of putt and of play). So if you mess with the cup you mess with either of the lines, depending what you do. Definition says "beyond", i.e. line ends at the far end of the hole. There are other rules (e.g. 1-2) which cover quite well the other side of the hole.

So are you saying that you can use line of putt and line of play interchangeably?

True, but you are allowed to touch line of play but not line of putt. So there is also some differences.

And to be clear, there is no line of putt when your ball lies off green.

Interesting. I lost my driver swing during summer and went to pro. He said I need to steepen my swing, I could not get it work then though. A week later on the range I tried it again and something clicked. It feels very steep (comparing to old one), but I am not sure if it is that steep anyway. Now I can hit as hard as I want with "no" fear. -

What about roads? There are metal animals running on streets about 30-100 mph. Most of the streets/roads have no fences. Thousands of people die every year when hit by these animals. For some reason it is allowed to continue year after year, why? Because some of the responsibility is put also on other party. They have been told to not to walk on middle of the road. ps. first I thought this was about Tiger and some 11yo asking for autograph after WD...

We do not know how the timetables have been built in each tournament. This was ET/PGA event in USA, The Open was ET/PGA event in Europe. Different organizers, their rules. 11yo kid was in wrong place at wrong time, shite happens. -

4 HI golfer is not that bad club golfer and depending on tournament I can believe he can win them as he is capable of shooting around par. Were the tournaments flighted or net or gross etc, this also affects the odds. If 4 HI shoots close to par in 7 tournaments, his HC will start to move quite soon. And in the end, why steady 4 HC could not win tournaments? That is why there is HC in the first place. Or perhaps I missed the irony.

First of all the post I replied to was about PGA rules, not Rules of Golf. Second, I do not quite understand what you are trying to explain. In one case you would not repair ball marks but move your ball, and in the next you do not move the ball. What is the difference? For a pro, the first one is easy, no moving of the ball. The next one is more tricky as RoG allow a Local Rule for relief if IO exists near green. This is in effect in some countries and e.g. on ET Tour. I am not sure what change of the RoG you are suggesting, if any?

And your example of 36 handicap shooting 46 twice (roughly 10 under each round), displays either exceptional potential or something iffy. And the HC system reacts quite well to that. Bigger problem is CBA (in competitions) and it's implementation. At the moment it may cause unnecessary adjustments in HC based on daily scoring conditions.

There are two HC systems in Europe. CONGU (islands) not using CR and slope (yet) and EGA (continental Europe) using CR and slope. So we (EGA) could use full USGA HC system but we are using Stableford like CONGU to calculate changes in HC. CR and slope are only used to calculate playing handicap (course handicap). This is done a little bit differently than in USGA as we apply all of it in one go PLAYING HCP = EXACT HCP x (SR / 113) + (CR - PAR) as we do not count differentials in Stableford. So I do not mind.

Marking ground in front of ball as an intermediate target

Read the rule. Does it indicate a line or is it just grass laying down? If it is immediately behind the ball then it might be other rules you need to consult (improving lie). -
If I have understood correctly, CONGU is also sloping courses in UK, i.e. getting Course Rating and Slope. I think this would mean that SSS/CSS would be gone and CBA would enter ála EGA in continent Europe. As a side note, I have used an application to collect my statistics and my EGA HC is 15,5 and USGA about 20. So I have much more potential according to EGA than USGA. Both of them have this potentiality built in, either by Stableford or by 10 out of 20 average times 0.96%.
