  11. I agree that is BS when they do that. I tend to cut them anyway. One thing I will say is if you hit the house it is your fault and you should cover the damage.
  12. You are correct. If you pick up the ball to take a drop you can clean it. However, unless you are playing lift clean and place you should have dropped it and not placed it in the nearest spot.
  13. If the rock is embedded it is not movable under the rules. This included partially embedded! If the rock is a yardage marker then yes you get relief.
  14. Yes. 14 is the limit including your putter. Penalty is 2 strokes per hole you fail to declare. 4 stroke maximum.
