I agree that is BS when they do that. I tend to cut them anyway. One thing I will say is if you hit the house it is your fault and you should cover the damage.

You are correct. If you pick up the ball to take a drop you can clean it. However, unless you are playing lift clean and place you should have dropped it and not placed it in the nearest spot.
