Obama's civilian national security force

Don't know how I missed this one, but on 2 July in Colorado Springs BHO said the following:

"We cannot continue to rely on our military in order to achieve the national security objectives we've set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded."

Sorry if we've already covered this one, I searched but could not find anything. Any thoughts on what he meant by a Civilian National Security Force just as strong as the Military? Google search only comes up with a few blogs and the speech on Youtube, the press seems to want to leave this one alone..... jmoc

The remarks are clearly in the context of public service, both at home and abroad, ie; peace corps, ameri corps, foreign consulates, 'energy corps' etc... mentoring programs for underprivileged youth.

Funny how googling for this right now turns up a last minute barrage of results almost exclusively from right-wing blogs. It reeks of desperation.

The phrase 'civilian national security force' is clearly rhetorical and not literal.
