I always wandered why people added more weight to the bottom rear of there drivers. I understand that more weight on one side of the club will produce a draw or fade bias. What I want to know is what does more weight or less weight do when placed equally at the rear of the driver.

Generally the more weight you get low and back, the higher the ball flight. So if people struggle to get the ball airborne they may put weight low and back.

Heavier swing weight? I played around with the wegihts on a CGB Max but the shaft was too weak for it to give any real good results.

I'd love to get lower ball flight on my CGB Max, but no one seems sure if I do that by increasing both perimeter weights, decreasing the middle weight, or pluging the holes with gum.

It could also be that they want to increase the swingweight without draw or fade bias. They put it lower on the clubhead because they don't want to see a bunch of lead tape on the top of their driver.

If they put it just underneath what you can see at address and in the back, that's probably above the center of gravity or close to it, so it's unlikely it's going to have much effect on ball flight. It's really, really unlikely to produce a noticeable effect for most mid- and high-handicappers. What the various configurations of TaylorMade's things do, well, you can look that up online.
