I've wondered the same thing. However . .last weekend I was watching some tournament or other and the announcer was talking normally while a player was putting. Even though the player couldn't hear it, it was distracting to me! Anybody else ever notice this?

One thing to keep in mind is where they are at. They might not be right next to the guy on TV, but if they are in the tower on the 18th green, there is a good chance that there are guys playing that hole and could be on the green right below them. If you pay real close attention you can notice the times when there is no one around. The voices will go back to normal.

I will judge my rounds much more by the quality of my best shots than the acceptability of my worse ones.

There are on-course reporters, so they would have to talk quietly.

Tower Announcers may just do it for courtesy of everybody watching, because it could be distracting.
