Mental Game need help

I restarted in Aug 2008 and so far I've yet to play with someone with a handicap of 18 or less. I think you are being too hard on yourself considering you just started and your handicap is down to 20.

IMO you are doing very well.

I only get stressed when I'm holding up another player.

If you hit a bad shot, verbalize what you did wrong. That may help also.

I've been playing off and on for over 30 years and never heard a golfer complain or make a negative remark about another's ability (except about extremely slow players).

Lessons always build confidence. Sometimes I play worse after a lesson but that's OK becasue I working on changes to improve.
