I have a 2 rules questions that have come up. A good example would be the 5th hole at my home course.

Notice the stream that surrounds the green and bailout area left of the green. On the green side of this stream, there is a wooden bulkhead. The wooden part of the bulkhead is actually inside the hazard markings. On both green side and the tee box side of the stream, there are yellow stakes.

Question 1) If the ball lands close to the bulkhead on the green side, can you take a drop from the bulkhead or do you have to play it.

Question 2) If the ball goes in the water from the tee box side (dribbler or something), can I drop it on either side of the hazard? if so, is it a no closer to the hole thing? Same question if it hits the slope on the hole side and bounces backwards into the hazard. Do I have to go to the tee box side to drop?

1) This bulk head is an immovable obstruction and according to Rule 24-2 you cannot get a free drop from it if your ball lies in the same hazard. But if your ball is outside the hazard then you may take a free drop provided the bulkhead has not been declared as an integral part of the course.

2) As far as I understood the stakes defining this water hazard are yellow. In such a case you must always drop your ball behind the hazard (Rule 26-1b).
