I tend to be a picker of the ball and would like to hit down on the ball more with my irons. I believe i need to move the bottom of my swing forward (in front of the ball) and lengthen or flatten the bottom arc of my swing. It seems to me that if the sternum is on a  line thru  the bottom of the arc, and if the sternum starts ,at address, even with or behind the ball, then there has to be some lateral movement of the upper body to where you want the swing to bottom in front of the ball. Is that the way to move the bottom of the swing forward? Second part is how do you flatten the arc at the bottom?

Well from what I've noticed with my own swing, the higher the club is on my backswing, the more I hit behind the ball. Then I just have to flatten out my backswing and find the balance point where I'm hitting down on the ball. The only problem I have with this is when I flatten out the backswing, it makes me hit the ball a little closer to the shaft. So I have to take a few swings to find that sweet spot.

A video would help, but OK.

Moving the swing bottom forward can be done by shifting the weight more forward (not the head) and not flipping/casting. You can achieve it by only keeping the flying wedges going to ensure a forward leaning shaft at impact, but weight forward makes it easier.
