Cleveland 588

I have built a couple cleveland 588 wedges and noticed on all of them that the stock shaft is not all the way down to the bottom of the hosel. There has been a 1/4 inch space. I have always installed my shafts to the bottom of the hosel. FTW my new KBS wedge shafts play great in the 588. Anyone know why Cleveland does this?
