When I replace a marked ball on the green, can it be different ball than what I hit to the green with? ex: If I had a spun ball, with a line around it, can I legally use that ball for putting?

100% No . Only exception is if the "original" ball is cut and your opponent agrees, that it's no longer playable and can be replaced. Otherwise - same ball all the way. Some events have a "one ball rule", which allows you to replace damaged ball (or a lost ball) with ONLY exact the same ball brand/model.

The only ways you can change balls is if the one you started the hole with is lost or damaged. Lost is pretty self explanitory but damaged is subject to interpritation. Generally your opponent would have to agree with you that the ball was damaged to the point that it was unplayable.
