Police Officer - Golf Club Dangerous?

I watched the video of the police officer asking the man to put the golf club down (which he was using as a walking stick basically) and it seems to me that she is just way over the top on this win.

You can see by the guys reaction when she says to him, is that a golf club?  he answers yeah what about it?  (classic response).. then she tells him to put it down, and he basically says what ever and just keeps walking.. I'm not really sure why she even engaged the guy, seems to me that he was doing nothing (i.e. what could he possible be doing, the guy is 69 yo) and it seems like his only crime is that he had a golf club..

I think the city will pay up!  and she could possible lose her job because of this.
