I am at the Senior Players Championship. A ball bounced and ended up in the lap of the person. 

If she stands up and the ball drops in the chair. He would get 1 club with a free drop? 

if she stands up and it falls to the ground, is it play it as it lies?

Rule 11.1b, exception 1, and I'm assuming the ball actually came to rest.  The Reference Point is immediately under the point where it came to rest on the person.  Relief area is 1 Club length.  If the person moves a ball at rest, I.e. stands up, the Reference Point is still immediately under the spot where it originally came to rest.
