How is your handicap calculated?

Thanks for the help!  I didn't really know what to look at when looking at the course info. now I do.  I got it figured up.

Quick and possibly stupid question.....

If you are calculating your handicap using a 9 hole course, do you have to double to results? I was wondering if what my android app was giving me was correct and I plugged my last 10 rounds into an online calculator and it came out at a 16.9 instead of a mid/high 20's (golf app shows a 24 but then a question mark) which I would expect.
