Yep, I know I could look it up, but then what would we talk about? Here's the situation...
2 players hit their second shots (or first, for that matter) into a bunker. Ball 2 comes to rest against ball 1, with neither being closer to the flag. Who plays first? What is done with the other ball while the first ball is played?

It's pretty much irrelevant who plays first (even if one is closer to the other) in stroke play.

You mark the position, one player hits, and you re-create the lie and let the second player hit. No cleaning the ball. Rule 22-2 .

I'm not sure what there is to discuss... Rules aren't terribly "discussion-worthy." They're not opinions.
