A flushed 3 wood for me is a lot of distance. 235 to carry? I'd do it in a second. Off the tee? I'd carry 250 safely with my 3, or about 265 with my driver, since I have some margin for error.

If I was playing a match, I'd do it if my opponent couldn't reach or if I needed a birdie. The worst you can do in match play is lose a hole, so it favors that strategy. In a casual round, I'd probably lay up since there's no reason to lose balls. In a tourney, I might do it, but I've never played one in my life so I don't know. I'm not in love with fairway woods, I'd rather have a long iron shot personally.

I'd drive a par 4 for sure, I have great confidence in my driver. I'm neither a great putter or a really good ballstriker, so I 2 and 3 putt a lot; better to be off the green in 1 or 2 than hitting an iron or wedge for regulation. Unless you can hit it within 4 feet, you'll probably 2 putt anyway.
