the bet the way it stands,,,i will go with men. they simply putt much better, esp pressure putts.

so, another way to attempt the equalize the field even more is to ask the men to pull back every putt 4 feet

I'm going to add a little twist to my answer: in a general USGA scenario, the men would probably be playing to a par of 70, while the women would be playing to a par of 71 or 72 (or even 73, as they did at Interlachen in 2008). I'd say that the men would shoot the lowest score overall, the women would shoot the lowest score relative to par.
