Strange Turf - What is it?

Played on a course today with lots of rise and fall in elevation. Also, half the holes were extremely narrow, not sure these fairways get a lot of sunlight, especially with lots of rain lately.

Anyway, these narrow, up-and-down holes seemed to have a strange turf growth in the fairways. It was bushy bermuda, intermingled with a low, crusty brownish-yellowish plant of some kind. When your ball was on this plant area, it often rested on the dirt underneath. Basically called for a hit-ball-first shot, similar to hitting off hardpan, at the same time you needed to get through scruffy growth.

Any idea what this growth/plant is? Didn't seem to have it on more wide open holes.
